Re: Governor signs 2012-13 budget
Today, the Governor signed the 2012-13 General Appropriations Act and vetoed $142.7 million from the state budget. Only one issue in the State University System operating budget was vetoed — $2.5 M for the UWF Degree Completion Pilot program. I have spoken to President Bense to discuss the importance of the project and our intent to explore other means to ensure it moves forward.
All fixed capital outlay projects were approved. Attached is the final 2012-13 operating and fixed capital outlay appropriations. I have also attached an excerpt from the Governor’s veto message on education and higher education.
Other vetoes impacting certain universities, though not the System as a whole, include: 1) $1.5 million for operating expenses at the FAMU Crestview Center; 2) $1 million for the UCF Small Business Incubator; 3) $400k for the St. Johns River Economic Analysis Study by UNF; and 4) $350k transfer To Florida Catastrophic Storm Risk Management Center at Florida State University.
The Governor did not take any action on the following Bills:
1. Education Conforming (HB 5201)
2. Nationally Preeminent Universities (HB 7129)
3. Higher Education (HB 7135)
4. Florida Polytechnic University (SB 1994)
It is our understanding that he may address these bills later this week. If you have any questions, please let staff or me know.
